近年来,山东省乳山市针对农村财务管理中存在的热点和难点问题,从全面实施农村财务公开制度入手,积极研究制定了财会培训、民主理财、“过五关”审计、“村账双管”等管理制度,强化对农村财务管理公开的措施,进一步规范了农村财务管理,保障和促进了农村经济的健康发展。 实行农村财务公开,有利于党风廉政建设,有利于引导农村干部依法建制、依法治村,有利于调动广大农民的生产积极性和创造性。因此,我们从实际出发,研究制定了全市《农村财务公开制度》,统一规定了财务公开的内容与标准。要求全市每村必须选择1-2处背风向阳,村头路边,群众习惯聚集的地方,
