解放战争后期,我党领导人民解放军与国民党军进行决战的同时,对已解放的各大中城市进行接收与管理。毛泽东说过,没有城市,就没有军队的正规化、国家的工业化;接收不好城市,就要失败;管理不好城市就会亡国。为使广大读者了解这段历史,河北人民出版社策划组织了《中国共产党接管大中城市纪实》选题,并列入2012年度选题计划。
