平泉县是个七山一水二分田的典型山区县,县委、县政府历届领导班子都高度重视林业建设,全县林业实现了持续、快速发展。目前,有林地面积已达到259万亩,森林覆盖率提高到52.2%。根据《平泉县林地保护利用规划》,全县林地保护利用规模为328.5万亩,占全县国土总面积66.5%,其中国有47.9万亩,集体所有245.8万亩,居民个人所有34.8万亩。近年来,平泉县通过开展拍卖、承包等改革形式,已经有50多万亩集体林木和林地流转到户,明晰了产权。全县
Pingquan County is a typical mountainous area with seven hills and one water field. The previous leadership of county Party committee and county government attached great importance to the construction of forestry. The whole county forestry achieved sustained and rapid development. At present, the area of forest land has reached 2.59 million mu and the forest coverage rate has increased to 52.2%. According to “Pingquan County Forest Protection and Utilization Plan”, the county’s forest land use and conservation scale of 328.5 hectares, accounting for 66.5% of the total land area of the county, of which 479,000 mu in China, collectively owned 245.8 million mu, all inhabitants all 348,000 mu. In recent years, Pingquan County, through the auction, contract and other forms of reform, has more than 500,000 mu of collective trees and woodland transfer to households, clear property rights. County
