黑社会性质犯罪是指以暴力、威胁或其他手段 ,有组织地进行违法犯罪活动 ,称霸一方 ,欺压、残害群众 ,严重破坏经济、社会生活秩序的有一定组织性的犯罪。其产生和存在的原因包括 :社会原因 ;新旧体制交替 ,利益格局调整 ,社会控制机制弱化 ;一些干部腐败 ,成为黑社会性质犯罪的保护伞。遏制黑社会性质犯罪的对策 :提高全社会对预防和惩治黑社会性质犯罪重要性的认识 ;加强反黑立法 ,提供充分的法律依据从重从快打击 ;加大反腐败力度 ;打黑工作必须与扫除社会丑恶现象、涉枪犯罪结合起来 ;加强对公民以及两劳人员的法制教育 ,为打击和预防黑社会性质犯罪创造良好氛围 ;建立反黑专门机构 ;加强综合治理力度 ,全力遏制黑社会性质犯罪
Crimes of a criminal syndicate refer to those organized crimes that are organized by violent, threatening or other means to carry out criminal activities in an organized manner, dominate one side, oppress and destroy the masses, and seriously damage the order of the economy and society. The reasons for its emergence and existence include: social reasons; the alternation of old and new systems, the adjustment of the pattern of interests and the weakening of social control mechanisms; and the corruption of some cadres, which have become the umbrella of triad criminal activities. Measures to curb criminal activities of the underworld nature: To raise the awareness of the whole society about the importance of preventing and punishing criminal activities of the underworld nature; To strengthen anti-terrorism legislation and provide full legal basis to fight against corruption promptly; To increase anti-corruption efforts; Phenomena and gunmen involved in crime; strengthen the education on the legal system for citizens and the two laborers, create a good atmosphere for cracking down and preventing triad-related crimes; establish a special anti-triad institution; and intensify the efforts in comprehensive management so as to curb the crime of underworld nature
