信息披露违规行为严重干扰了证券市场秩序,损害了投资者的利益。证监会的处罚对遏制信息披露违规行为起到了积极作用;然而行政处罚时间滞后、力度不够的问题,使处罚威慑力难以形成。建立有效的民事赔偿制度,改善虚假陈述民事赔偿规定中存在的问题,有计划分步骤地完善我国的民事赔偿制度是树立投资者信心,保护投资者利益的有效措施。
Information disclosure violations seriously disrupted the securities market order and damaged the interests of investors. The CSRC’s punishment has played a positive role in deterring information disclosure violations; however, the issue of lagging administrative time and insufficient efforts has made it difficult to form a deterrent force. Establishing an effective system of civil compensation and improving the existing problems in the provision of civil compensation for false statements, and improving China’s civil compensation plan in a planned and step-by-step manner is an effective measure to establish the confidence of investors and protect the interests of investors.
