随着人类进入21世纪,在我们思考新世纪成人教育新理论、新特点、新任务、新措施之时,一定要清楚的认识到:扫除功能性文盲,是新世纪之初我市成人继续教育的一项重要工作内容。一、“功能性文盲”概念的提出所谓功能性文盲,是联合国教科文组织为在亚洲实现全民教育计划提出的新概念。它既包括传统意义上的文盲,还包括那些受过一定程度(初中、高中、大学)教育,有较高的学历,但掌握的知识与技能却不足以保证其在现代社会中“行使功能”的社会成员。诸如不能识别现代信息符号,不会运用电脑处理信息和使用现代生活设施等。扫除功能性文盲的提出和实施是我国响应《世界全民教育宣言》和联合国教科文组织九个人口大国全民教育首脑会议(1993年,新德里)国家
