“进了企业门,就是国家人”这句在计划经济时期,企业、职工和社会各界都认同的话,在改革日益深入的今天,似乎再也听不到了。而当前企业需要减轻事务性负担,职工希望其退休后生活能得到保障,社会呼唤加快建立完整的社会保障体系,因此提高社会保险管理服务社会化水平也就成了当前的热门话题之一。那么怎样提高社会保险管理服务社会化水平呢?《国务院关于建立统一的企业职工基本养老保险制度的决定》第九条给予了明确的答复:“提高社会保险管理服务的社会化水平,尽快将目前由企业发放养老金改为社会化发放,积极创造条件将离退休人员的管理服务工作逐步由企业转向社会,减轻企业的事务负担。”

Article 9 of the State Council’s Decision on Establishing a Unified Basic Pension System for Enterprise Employees gives a clear reply: "To raise the socialization level of social insurance management services, The pensions issued by the enterprises shall be replaced with social ones, and conditions shall be actively created to gradually shift the management and service work of retirees from enterprises to the society and reduce the burden on the enterprises.
