The Ministry of Electric Power Industry Science and Technology Commission and the Hydroelectric Power Construction Bureau held a national hydropower scientific and technological intelligence conference in Kunming in October 1981. There were 121 delegates attending the conference on survey, design, construction, scientific research, universities and colleges, hydroelectric power plants, hydraulic machinery factory, pilot plant, professional intelligence network chief and other 100 units.
