“十五”期间,以南水北调工程为代表的一系列国家大型水利重点工程相继开工,不仅为服务水利工程建设的技术装备提供了广阔的市场空间,更为我国水电技术装备业的发展提供了难得的机遇。经过3年的认真准备和反复认证,原国家经贸委于2002年年底批复“十五”国家重大技术装备研制计划——南水北调工程成套设备研制项目。该项目针对南水北调东、中、西三条线路及其他大型水利工程建设对工程机械的重大科技需求展开跨行业、跨部门联合攻关。项目共设置5个课题,19个专题(后调整为22个),由水利部和机械工业联合会共同支持,这也是水利部门首次承担的国家重大技术装备研制计划項目。項目在实施过程中,充分发挥国内技术优势,引导企业与有实力的科研院所和大专院校合作,增强技术创新能力,解决各項关健技术难题。历经3年多的联合攻关,项目在大型低扬程水泵、大型渠道施工、深埋长隧洞施工、水资源实时监控与管理和其他大型水利工程施工技术与设备等五个技术领域取得重大成果,自主研发出成套设备17台(套),新产品45项,获得专利22项,其中发明专利2项,一批先进实用、具有自主知识产权的重大关键设备在国内水电工程建设中登台亮相。项目的顺利实施,为先进水利装备的本地化生产提供了强有力的技术支持和保障,对进一步提高我国水利行业技术装备的综合实力、提高水利装备制造企业的市场竞争力具有重要的战略意义。目前大量研制成果已在南水北调和其他大型水利水电工程建设,水资源管理系统建设中得到应用,部分产品可替代进品,缩短了工程建设周期,降低了工程造价,提高了工程建设与管理技术水平,取得了良好的经济、社会、环境效益。受国家发改委委托,水利部会同机械工业联合会,于2006年8月14日主持召开項目验收会,验收专家对项目给予高度评价;研究内容与攻关目标符合立項要求,技术路线正确,基本完成了规定的研制任务,为南水北调等大型水利水电工程建设所需要的重大技术装备作厂基础性、开发性、创新性的工作。本组专题选取部分课题,专题进行介绍,以展示项目取得的成果。
During the “Tenth Five-year Plan” period, a series of major national key water conservancy projects, represented by the South-to-North Water Diversion Project, have been started one after another, which not only provided a vast market for technical equipment for water conservancy projects but also provided a rare opportunity for the development of China’s hydropower technology and equipment industry Opportunities. It is also the first national major technical equipment development project undertaken by the water conservancy department. During the implementation of the project, it will give full play to its domestic technological advantages and guide enterprises to cooperate with competent scientific research institutes and tertiary institutions to enhance the capability of technological innovation and solve technical problems of all key aspects. After more than three years of joint research, the project has made great achievements in five technical fields such as large-scale low-head pumps, large-scale channel construction, deep and long tunnel construction, real-time monitoring and management of water resources and other large-scale water conservancy construction technologies and equipment. R & D out of 17 sets of complete sets of equipment, 45 new products, 22 patents, including 2 invention patents, a number of advanced and practical, with major independent intellectual property rights of major key equipment in the domestic hydropower construction debut. The smooth implementation of the project has provided strong technical support and guarantee for the localization production of advanced water conservancy equipment and has an important strategic significance for further enhancing the comprehensive strength of China’s water industry technical equipment and enhancing the market competitiveness of water conservancy equipment manufacturing enterprises. At present, a great deal of research achievements have been applied in the construction of the South-to-North Water Diversion Project and other large-scale water conservancy and hydropower projects and water resources management systems. Some of the products can be substituted for the imported ones, shortening the construction period, reducing the project cost and improving the technical level of construction and management , Has achieved good economic, social and environmental benefits. Entrusted by the National Development and Reform Commission, the Ministry of Water Resources, together with the Machinery Industry Federation, hosted the project acceptance meeting on August 14, 2006. The inspection experts spoke highly of the project. The research content and research objectives met the approval requirements of the project.
