在中国改革的编年史上,1994年注定要留下浓重的一笔:国有企业制度创新——改革从体制外推进到体制内。眼下国有企业几多艰辛,呈何态势?中国工业经济协会年初就此进行了调查。记者在实地调查中看到:国有企业债务、税费加重,资金严重短缺,效益继续下滑,出现不稳定因素;与此同时,企业也在艰难地探索,制度创新呈现多样化格局。事实已经并将继续证明:中国的企业改革不能靠“西风东渐”,也不能搞“东倒西歪”;人民群众具有伟大的创造力,历史总是尊重人民的选择。
In the history of China’s reforms, 1994 was doomed to leave a strong one: State-owned enterprise system innovation - reform from outside the system into the system. At present, the Chinese Industrial Economics Association has conducted investigations on this issue. In the field investigation, the reporter saw that the debts and taxes of state-owned enterprises have increased, the funds have been in short supply, the efficiency has continued to decline, and there have been destabilizing factors; at the same time, companies are also struggling to explore, and institutional innovation has been diversified. The facts have already proved and will continue to prove that China’s corporate reform cannot rely on the “westerly winds moving eastward” nor can it engage in “revolution;” the people have great creativity, and history always respects people’s choices.
