Historic Conference ─ ─ Fifteenth National Congress of the Chinese Communist Party Cao Feng The 15th National Congress of the Communist Party of China was held in Beijing from September 12 to 18, 1997. The conference elected a total of 2048 delegates, 60 invited delegates, representing 58 million Communist Party members across the country. The mission of the congress is to mobilize the entire party and the people of all ethnic groups across the country and hold high the great Deng Xiaoping Theory.
