随着全国宏观经济形势的日趋严峻、国内控烟形势的日趋紧张,烟草行业正处于一个重大的历史转折期,烟草商业企业正面临着如何进一步提高管理水平、优化管理流程、降低成本、提升行业整体运营水平的严峻挑战。作为最基层的县级烟草局(营销部),如何有效实施绩效管理,夯实基础管理、提升队伍素质是很紧迫的需求。宁津县烟草专卖局(营销部)自2012年六月份开始,与山东财经大学工商管理学院合作,共同开展县级烟草局(营销部)绩效管理体系应用的研究,由绩效考核向绩效管理转变,经过半年的应用和调整,该项目取得了较好的成绩,基础管理和队伍素质均有了明显的提高。
