近年来,高校科研腐败和学术不端问题频频出现,引起社会广泛关注。作为科研经费管理的责任主体高校难咎其责,需要进一步提高科研经费管理效率和经费使用效益。本论文通过对高校科研经费管理现状的分析,提出了“重服务”、“严监管”、“强激励”的管理思路和治理措施,旨在建立适应时代发展需要、符合科学研究规律、高效灵活、简洁流畅的科研经费管理机制。
In recent years, the problems of university scientific research corruption and academic misconduct frequently appear, causing widespread concern in society. As the main body responsible for the management of scientific research funds, colleges and universities should not blame them for their responsibilities, and it is necessary to further improve the efficiency of management of scientific research funds and the utilization of funds. By analyzing the current situation of scientific research funding management in colleges and universities, this paper puts forward the management ideas and governance measures of “heavy service ”, “strict supervision ” and “strong incentive ” so as to establish a management system that meets the development needs of the times, Scientific research rules, efficient and flexible, simple and smooth research funding management mechanism.
