解决当前居民住房难与商品房大量空置这对矛盾,不能仅依靠现有措施,应在现有基础上有所创新,采取“以旧换新”思路,即已有住房者通过一定的程序和方式,用旧房向房地产商换取相对高档的新住房。这对于解决居民住房困难,启动商品房市场具有重要意义。为推行“以旧换新”,需进一步深化房改,理顺产权关系;对所有旧房进行系统的估价工作;尽快出台相关规定,明确其程序和办法,并注意与其它思路和措施的配合运用。
To solve the current contradiction between the current residential housing difficulties and the large vacancy of commercial housing, we can not rely solely on the existing measures. We should make innovations on the existing basis and adopt the idea of “trade-in”. In other words, existing homeowners have adopted certain procedures and methods to use old Housing for the real estate for relatively high-end new housing. This is of great significance to solve the housing difficulties of residents and start the commercial housing market. In order to implement “trade-in”, it is necessary to further deepen the reform of housing reform and streamline property rights relations; carry out a systematic valuation of all the old houses; promulgate relevant regulations as soon as possible, clarify procedures and measures, and pay attention to cooperation with other ideas and measures.
