笔者近几年内多次参加了节能技术改造项目的鉴定会议,感到在评价和推广节能技术改造的成果和经验方面存在一些问题,不利于真正的节能,现在提出来供有关方面考考。一、节能项目经济效果的评价指标问题就笔者参加的历次鉴定会议来看,对节能项目经济效果的评价,基本上都采用投资偿还年限法,即以评价项目所获得的年净节约费用回收该项目投资所需的年限作为评价指标。设某节能项目的投资为 A,而所获得的年净节约费用为 B,则投资偿还年限为 n=A/B,通常要求 n 小于3年,从会议提供的数据看,确实有不少项目只用一年多甚至不到一年就可
