治理中央政府及地区之间的关系不存在普遍适用的模板。中国政府在2013年下半年的十八届三中全会上启动了一系列潜在影响广泛的财政和政府职能改革措施。这是自1994年以来的第一次全面大修,此时中国的经济体量已经是1994年的六倍有余。本文通过一个不甚严格的比较分析框架来探究欧元区和美国这样发达洲级经济体中中央和各级政府的财政和职能关系,希望能为今天的中国提供借鉴。
There is no universally applicable template for governing the relationship between the central government and the regions. The Chinese government launched a series of potentially influential reforms in fiscal and government functions at the 3rd Plenary Session of the 18th Central Committee in the second half of 2013. This is the first general overhaul since 1994, when the volume of China’s economy was already more than six times that of 1994. This article explores the fiscal and functional relations between the central and various levels of government in the developed economies such as the Eurozone and the United States through a less rigorous comparative analysis framework and hopes to provide reference for today’s China.
