黄浦江两岸防汛墙加高加固工程,自1988年开始实施以来,已经历时近12年,当初计划化8.3亿元用7年时间完成208km,但是迄今为止已投资约13亿元,还剩近30km没有完成。在此期间,由于市区扩大又新增加了需要加高加固或改建的防汛墙107km,所以,市区防汛墙现在总共为315km。本来计划将市区防汛墙全面进行加高加固或重建后,可使防汛墙的设防能力达到千年一遇标准,然而由于水情工情发生变化,高潮位累累突破历史记录,黄浦公园站的
