近年来,中央从改革、发展、稳定的全局高度,从实践“三个代表”的重要思想的高度,对完善社会保障体系这一“关乎国运,惠及子孙”的战略问题,做出一系列重大决策,提出了加快形成独立于企业事业单位之外、资金来源多元化、保障制度规范化、管理服务社会化的社会保障体系总体目标。实现这个目标是一个非常漫长的过程,其前提要立足于企业社保、机关事业社保、农村社保自身充分发展完善的基础才能达到的。当前,要把握住“三保存在是基础,三保发展是关键,三保衔接是方向”的思想,立足于发展完善机关事业社保,充分考虑服务对象的特殊性,总结出一套自身的发展规律,而不是简单用其他养老保险发展规律来替代。机关事业社保要争取在权利与义务相对应、公平与效率相统一、待遇水平与经济发展水平相适应问题上体现开拓创新、与时俱进的精神,需要通过扬弃、创新来实现。因此,只有加快规范和完善机关事业单位养老保险制度,才能建立和完善社会保障体系。福建省现行的机关事业单位养老保险制度是1994年制定并在实践中逐步完善的。尽管近年来的改革探索迈出了可喜的一步,得到劳动保障部的充分肯定,得到兄弟省市好的评价,但这仅仅是开始,不能骄傲自满。随着机构改革的深入,人员流动的频繁和社会保障管理工作的逐步完善,许多工作
