[本刊讯] 张家口卷烟厂,是张家口市经济效益较高的重点企业之一。从1982年以来,连续3年上缴税利1亿元以上。1984年,实现税利1.21亿元,人均为国家创税利42,475元,是全国同行业中的先进单位。就是这样一个对国家做出很大贡献的企业,在前段社会上出现的滥长工资、滥发奖金、滥做衣服、滥发实物的不正之风面前,自觉抵制新的不正之风,未发一件厂服、未平均发放奖金、未发一分钱实物。去年年初,厂里打算在全厂超额完成省下达的上缴利税指标500万元后,给每个职工制发一套高级毛料厂服,每人收款30元,其余由厂补贴。到了年底厂里改了主意。对此,有的干部思想不通,认为它是用企业税后留利解决的,属于本厂权限之内。针对这种情况,厂党委说服大家,企业用权要从经济体制改革的全局出发,于全局不利的事,即使是权限之内的也不能办。
