国际化人才作为参与国际竞争急需的高层次人才。它对于加快推动滨海新区开发开放,实现天津市的城市定位,加速天津市的国际化发展具有重要作用。因此,需要结合天津市国际化人才队伍建设的现状,制定将天津市建设成为国际化人才高地的战略构想,并通过制定专项国际人才发展规划,建立国际化人才发展战略评价机制,以高层次大项目带动人才培养以及实施营造良好的人才环境等举措来促进天津市国际化人才高地建设。
