福建省安溪县是全省人均耕地最少的县份之一。该县针对过去农民建房无序、村庄布局混乱、耕地资源浪费严重的状况,制定了严格的奖惩办法,鼓励将旧房宅基地复垦为耕地,强化了村镇的规划建设。根据该县下发的《关于切实抓好农村旧房改造工作的通知》,凡是旧房拆除后将宅基地垦复为耕地的,原则上谁垦复的土地归谁
Anxi County, Fujian Province is one of the provinces with the lowest per capita arable land in the province. The county has formulated strict rewards and penalties in light of the past unsuccessful construction of houses, the chaos of village layout, and the serious waste of cultivated land resources. It encourages the reconstitution of old house sites into cultivated land, and strengthens the planning and construction of villages and towns. According to the “Notice Concerning Effective Renovation of Old Houses in Rural Areas” issued by the county, whoever restores the house site to farmland after the demolition of the old house, in principle, whoever restores the land will be returned
