文化事业投入已被相关国际文化公约所直接或间接肯定,国外文化发达国家大多建立了较完善的文化事业投入制度,主要表现有投入主体的多元性、投入方式的多样性、投入范围的广泛性以及投入力度的强大性等特点。中国文化事业投入目前存在着制度的不健全、不稳定以及投入的水平低等问题,规制文化事业投入时应确立持续、区分、有效、多样的投入原则,并应构建文化事业投入的保障、激励、监管等基本机制。
Cultural undertakings have been directly or indirectly affirmed by the relevant international cultural conventions. Most developed countries in foreign cultures have set up sound investment systems for their cultural undertakings. The main achievements are the diversity of the main actors, the diversity of input modes and the extensive scope of investment As well as the strength of the input and so on. At present, there are some problems in China’s cultural undertaking investment, such as imperfect system, instability and low level of investment. The regulation of input into culture undertakings should establish the principle of sustained, differentiated, effective and diversified investment, and should guarantee and encourage investment in cultural undertakings , Supervision and other basic mechanisms.
