分析了海洋功能区划层级体系的现状和存在问题,借鉴土地利用规划、城市规划的层级和控制体系,以及“反规划”的主要思想,考虑行政区划体制对海洋功能区划层级设置的影响,初步设计了以层级体系的指导思想、原则、层级控制方法、层级设置和任务内容等为构架的海洋功能区划层级体系,旨在为海洋功能区划目标层层落实提供保障。
