归口管理之前黑龙江省尚志市电业党委原为中共尚志市委直属电业总支部,后因企业不断发展,党员队伍日益壮大,于1996年7月1日成立了电业党委,下辖尚志市电业局机关、尚志供电所、电力安装公司和离退休职工等4个党支部,而局属基层供电所的党组织建设仍然隶属于所在地的乡镇党委,属地化管理。
