医疗服务领域存在信息不对称,从而产生逆向选择和诱导需求问题。政府主导和市场主导医疗服务生产都存在诸多问题。要使医疗服务机构充满效率且减少逆向选择和诱导需求行为,应在允许民间资本平等竞争的基础上,通过政府管理和引导,对医疗机构进行分解与组合,建立竞争性的医疗服务体系。为此,现行公立医院应进行股份制改造,只有在民间资本不愿意进入的领域才进行公共生产。
Asymmetric information exists in the field of medical services, resulting in adverse selection and induced demand. There are many problems with government-led and market-led medical service production. In order to make the medical service institutions full of efficiency and reduce the adverse selection and induce the demand behavior, the medical institutions should be decomposed and combined through government management and guidance on the basis of equal competition of non-governmental capital to establish a competitive medical service system. To this end, the current public hospitals should be joint-stock reform, only in areas where private capital do not want to enter the public production.
