干部理论教育是提高干部素质的重要途径。应该说,过去在计划经济体制下形成的有关干部理论教育的思想理论、原则、方法等,在一定时期内起了积极的作用。随着社会主义市场经济体制的逐步建立,这种思想理论、原则、方法等有些仍然适用,有些可作借鉴,有些却是过时了的。过时的东西,必然会与社会主义市场经济条件下的干部理论教育的新要求相碰撞,产生一些矛盾。这主要表现为:一、在干部理论学习的目的上,社会主义市场经济的内在要求和计划经济体制下干部理论教育的惯性影响之间产生了矛盾。一般说来,市场经济有以下五个方面的特征:一是市场主体的
Theoretical education of cadres is an important way to improve the quality of cadres. It should be said that the ideological theories, principles, and methods for cadre theory education that have been formed under the planned economic system in the past have played a positive role for a certain period of time. With the gradual establishment of a socialist market economic system, some of these ideological theories, principles, and methods are still applicable.
