我们的干部制度改革刚刚起步,还没有一套成熟的经验。干部的培养、考核、选拔、用黜、管理、规划、预测、开发等一系列理论问题和实际问题,仍处于研究和探索之中。我认为,干部制度改革的核心,应该看其是否最大限度地调动了人们干事业的积极性,是否创造出了激励人们发奋向上、竟相冒尖的环境,是否建立起了适应
Our cadre system reform has just started, and we have not yet had a mature set of experiences.
