利用环境污染治理费用函数和损害费用函数确定了北京城区雨水最优排放水平。按照《北京城市总体规划》2010年北京市城区占地614.1 km~2计算,北京城区的雨水直接利用量为90%,即雨水排放量为10%时对环境来说是最优的。北京城区的雨水间接利用量为100%,即雨水排放量为零,雨水全部回灌地下时对北京综合效益来说时最优的。
Using the cost function of environmental pollution control and the damage cost function, the optimal level of rainwater in urban area of Beijing was determined. According to the “Beijing Urban Master Plan”, the urban area of Beijing in 2010 covers an area of 614.1 km ~ 2. The direct utilization of rainwater in Beijing urban area is 90%, that is, it is optimal for the environment when the amount of rainwater is 10%. The indirect utilization of rainwater in urban areas in Beijing is 100%, that is, the amount of rainwater discharged is zero. When the rainwater is fully recharged underground, it is optimal for Beijing's overall economic efficiency.
