WTO《关于执行1994年关贸总协定第6条的协议》第14条代表第三国反倾销行动制度对于处理涉及一国四方的间接倾销问题有着良好的应用前景。TPAD制度有利于克服反倾销法效力地域限制,拓展国内反倾销法效力范围,增加国内反倾销的适用频率的制度优势。通过TPAD制度各阶段上的运行特征的把握,同时结合《澳大利亚与新西兰更加紧密经济关系贸易协定》(以下简称ANZCERTA)在相关方面的实践,对在大陆与港澳台更紧密经贸关系的安排下对WTO代表第三方反倾销行动制度的构建与应用问题进行了探讨,以期达到充分发挥其作为重要贸易救济手段的作用以保护大陆与港澳台产业的目的。
