2002年10月15日至10月29日,以省林业厅巡视员李德臣为团长的河南省森林防火考察团一行10人,对加拿大的不列颠哥伦比亚省、安大略省、魁北克省的森林防火工作进行了考察,系统了解了加拿大森林防火工作的特点、管理方式以及林火预测预报、扑火装备、消防物资储备等情况,圆满完成了考察任务,尤其在现代化管理手段、规范化运作和科学组织扑救等方面,学到了许多有益的经验。
