作者对群众采矿中矿产资源破坏严重,和国营矿山资源日益枯竭,缺少发展后劲,以及矿业管理体制混乱等现象作了分析。文中提出了五条发展矿业的对策,即:按照国家统一的产业政策,统筹规划、科学论证和决策指导矿业开发;坚决“以法治矿”,整顿矿山秩序,保护资源;搞好矿山和加工业间的利益分配;对矿业开发实行优惠政策;地勘单位可兴办延伸产业,进行矿业开发。
The author analyzes the serious destruction of mineral resources in mass mining, the depletion of state-run mining resources, the lack of development potential and the chaos of mining management system.
