海洋对于中国来说,就意味着边界、国防和海洋权益。清王朝用血淋淋的事实告诉所有中国人,忽略海防将导致灭顶之灾。直到今天,东海的钓鱼诸岛、南海争端、台海问题,仍在折磨着每一个中国人。放眼南眺,在我国300多万平方公里的海洋国土上,与周边国家有争议的就有150万平方公里,其中很大一部分已经被外国实际控制或蚕食分割。这其中,情况最严峻的要数南海诸岛。
