编者按:党的十八届三中全会和五中全会分别提出推进国家治理体系与治理能力现代化与牢固树立并切实贯彻“创新、协调、绿色、开放、共享”发展理念的改革目标。这阐述了国家治理现代化作为系统工程与多元导向的基本特征。本期将以国家治理现代化为整体命题与内在主线,探讨基本公共服务、城市风险治理与环境治理的新问题,帮助我们理解不同场域内的新观点与新对策。
Editor’s Note: The Third Plenary Session of the 18th CPC Central Committee and the Fifth Plenary Session of the 18th CPC Central Committee Proposed to Promote the Modernization and Firmness of the National Governance System and Governance Capability to Establish and Implement the Reform Objective of “Innovative, Coordinated, Green, Open and Shared” Development Concept. This expounds the basic characteristics of state governance modernization as systematic engineering and pluralistic guidance. This issue will take the modernization of state governance as the overall proposition and inner main line, discuss new issues of basic public services, urban risk governance and environmental governance, and help us to understand new views and new measures in different fields.
