在2016年4月23日召开的全国安全生产工作视频会上,国家安全监管总局局长杨焕宁介绍,从初步查明的情况来看,江苏靖江“4·22”火灾事故是一起由于危化品生产经营违规动火作业导致的安全生产责任事故。国家安全监管总局监管三司司长孙广宇也曾在全国危化品和烟花爆竹安全监管工作视频会上提出,2015年发生的危险化学品生产经营较大以上事故中有50%以上都发生在动火、进入受限空间等特殊作业环节。
