技术优势国主要凭借技术壁垒和反倾销壁垒对技术落后国进行贸易压榨。因此,落后国家面临着“两难困境”:如果以技术壁垒为基准进行边际调整,自身的要素禀赋优势则会被一步步蚕食;如果采取过度投资企图永久性超越技术壁垒,则会被反倾销壁垒彻底赶回来。研究认为,我国的部分行业在应对技术壁垒时出现了过度投资的迹象,陷入了“两难困境”。因此,加快对外直接投资和加强国内技术体系与世界的融合是解决“两难困境”的现实路径。
