晋察冀边区经济的基础是农业,它是战时财力、物力的主要来源。为确保农村经济的恢复和发展,边区政府颁布了一系列法令、条例,建立了比较完备的农业法规体系。边区的农业立法规范了农村社会经济秩序,保障了农民的合法权益,减轻了农民负担,为今日中国法制农业的实现和农业的发展、农民的增收、农村经济的繁荣积累了丰富的经验。
The foundation of the economy of the Jin-Cha-Ji border region is agriculture, which is the main source of financial and material resources in wartime. To ensure the recovery and development of the rural economy, the border government has promulgated a series of decrees and regulations and has established a relatively complete system of agricultural laws and regulations. The agricultural legislation in the border area regulates the social and economic order in rural areas, protects the legitimate rights and interests of peasants and lightens the peasants’ burdens. It has accumulated rich experience for the realization of China’s legal agriculture and the development of agriculture, the increase of peasants and the prosperity of rural economy.
