党的十一届三中全会以来,本市企业建立了一批职工教育培训基地,组织起一支师资队伍,企业职工教育有了一定的规模并在改革中不断发展。它对于提高企业劳动者素质,促进企业社会主义物质文明和精神文明建设起了重要作用。在当前治理整顿期间,许多企业抓住时机,充分利用职工学校(培训基地),结合实际,有组织、有计划地对从业人员进行岗位培训和其他教育,并取得了较好的效果。但是也有一些企业,特别是某些停产、半停产企业忽视职工教育,将职工学校改作他用,教师改任他职,教育经费削减,这样下去对企业职工教育不利,应引起我们足够重视。为推进企业治理整顿和深化改革,为经济建设发展积蓄后劲,进一步巩固和发展企业职工教育,提出以下几点意见:
Since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, a number of staff education and training bases have been set up in this Municipality, organizing a contingent of teachers. The enterprise staff education has a certain scale and has been continuously developing in the reform. It plays an important role in improving the quality of workers in enterprises and promoting the construction of socialist material and spiritual civilizations. During the current period of rectification and control, many enterprises took the opportunity to take full advantage of the staff and workers’ school (training base) to carry out job training and other education for employees with practical, systematic and planned results and achieved good results. However, some enterprises, especially some discontinued and semi-discontinued enterprises, should neglect the education of staff and workers, change the staff and workers ’school for others, change their teachers to other posts, and cut down their education funds. This will be detrimental to the workers’ education of enterprises and should be given enough attention by our enterprises. In order to promote the rectification and deepening of corporate governance, accumulate stamina for economic development, and further consolidate and develop the enterprise staff education, the following opinions are put forward:
