1840年5月1日,英国在发售“黑便士”邮票的同时,还出售了两种面值的邮资邮简和邮资信封。并规定,邮资邮简、邮资信封与邮票于5月6日正式使用。邮简和邮资封均为英国皇家艺术学会会员、美术家威廉·马尔雷迪(William Mulready)设计,后人便以设计者的名字称呼这种邮资邮简,于是有了“马尔雷迪邮简”这个专用名词。马尔雷迪简、封的外观特征就是名址面那人群熙攘的构图(见附图)。在这里,设计者仿佛抓拍住了英国
