八十年代以来,日本政府采取资助建立不同行业的“技术交流广场”的形式促进中小企业发展技术,收到良好的效果。不同行业的“技术交流广场”制度是根据通产省中小企业厅制定的《举办技术交流广场活动实施要领》从一九八一年开始执行的,目的是组织有条件的中小企业交流技术情报和经营经验,互相学习,取长补短,促进不同行业的中小企业联合起来研究新产品,新技术,改造传统工业,促进高级尖端技术向中小企业的转让与普及,提高其技术水平与素质。
