当前,我国的政策执行偏差现象比较突出。出现这种问题的原因是多方面的,但最基本的在于政策执行有效控制缺失。因此,笔者认为应该将管理控制中“控制”理论引入政策执行过程,探讨其相关理论与实践。本文根据“控制”的基本含义与政策执行的特点,尝试提出了“政策执行控制”的概念并阐述了其内涵与基本要素,分析了当前政策执行有效控制缺失的主要成因,并从控制的视角着重探讨了政策执行偏差防治路径。
At present, China’s policy implementation bias is more prominent. There are many reasons for such a problem, but the most fundamental reason is the lack of effective control over the implementation of the policy. Therefore, I believe that the “control” theory in management control should be introduced into the policy implementation process to explore its related theory and practice. Based on the basic meaning of “control” and the characteristics of policy implementation, this paper attempts to put forward the concept of “policy implementation control” and expounds its connotation and basic elements, and analyzes the main causes of the lack of effective control of current policy implementation. From the perspective of control, this paper discusses the ways to prevent and control the deviation of policy implementation.
