2011年最高人民检察院院长曹建明同志在向人大报告中提出,各级检察机关要注重推进反腐倡廉建设,依法严肃查办发生在领导机关和领导干部中贪污贿赂、失职渎职犯罪案件,重点领域和关键环节中的职务犯罪案件,重大责任事故和群体性事件涉及的失职渎职及背后的腐败犯罪案件,发生在基层政权组织和重点岗位以权谋私、滥用职权的犯罪案件,以案谋私、贪赃枉法和为黑恶势力充当“保护伞”等犯罪案件。这给我们各级检察机关反贪工作下达了新任务,提出了新要求。在过去的几年里,我们的反贪工作取得了很大的进步,经过全国检察干警的努力上,一大批贪污腐化分子得到了应有的惩治,净化了社会风气,清理了一批害群之马。党中央国务院把反贪严肃查办、积极预防职务犯罪摆在突出位置,反贪侦查工作是完成这一任务的核心,也是工作的基础。在新形势下如何让反贪工作更上一个新台阶,是摆在各级检察机关尤其是反贪部门面前的一项任务。本文结合反贪侦查工作机制中存在的问题阐述解决这一问题应采取的的改革与创新措施。

The State Council under the Central Committee of the Communist Party of China has placed the anti-corruption investigation in a serious manner and the active prevention of job-related crimes in a prominent position. The work of anti-corruption investigation is the core of fulfilling this task and also the basis for its work. Under the new situation, how to make the anti-corruption work to a new stage is a task that the prosecutorial organs at all levels should face, especially the anti-corruption departments. Combining with the problems existing in the work mechanism of anti-corruption investigation, this article expounds the reform and innovation measures that should be taken to solve this problem.
