科教兴国，教育是基础。职业教育与经济发展的关系最为密切。根据我国劳动者素质偏低、劳动技能较差的现实，要提高广大劳动者的素质和技能，发展职业教育是一条基本途径。从世界职教发展的经验看，职业教育是我国经济发展的重要支柱；大力发展职业教育，是优化教育结构、提高教育整体效益的根本措施；发展高等职业技术师范教育，是我国职业教育和职业培训质量保证的具体措施。对实施科教兴国战略应率先发展职业教育这一主题进行阐述，其目的是为了调动各方面的积极性，大力发展职业教育，提高广大劳动者的素质和技能，保证经济建设的可持续发展。
