2002年秋,省总工会拨款20万元,市政府拨款200万元,市总工会投入200万元,经过短短一个月的筹备,在市中心的市工人文化宫内,成立了昆明市困难职工帮扶服务中心。按全国总工会的要求,帮扶中心要建成维护困难职工合法权益的阵地、促进下岗职工再就业的桥梁、社会保障机制的补充、调解社会矛盾的通道、全方位为困难职工服务的窗口。努力使“送温暖工程”经常化、制度化、社会化,打造全新的为困难职工服务的平台,力保困难职工无饥饿、无轻生、无意外
In the fall of 2002, the provincial Federation of Trade Unions allocated 200,000 yuan, the municipal government allocated 2 million yuan, and the Municipal Federation of Trade Unions invested 2 million yuan.
