县、乡(镇)财政困难是一个带有普遍而不容忽视的严重问题。据国家农业部曾对10个省区进行调查的情况反映,乡(镇) 财政赤字均在400万元以上。另据有关省区调查情况反映,有 60%的县为赤字财政,西部省区的县为赤字财政的已达到了80% 以上。因此导致了县域经济发展投入少,基层政权建设负面影响大、农民负担过重、社会不稳定等一系列矛盾,所以,缓解县、乡(镇)财政困难是当前一项极为紧迫的任务。这既要求县乡两级干部必须调整工作思路,改进
