各地区行署,各市、县、自治县人民政府,柳铁,区直各委、办、厅、局:《自治区人民政府关于税务部门提取使用代征代扣代收税款手续费业务费若干问题的通知》(桂政发[1997]55号)下发后,对促进税务部门征税、增加财政收入起到了一定的作用。但是,仍有一些地、市、县存在着擅自提高比例、扩大范围、重复提取和审批手续不完备等问题。为了整顿财税秩序,严肃财经纪律,进一步规范我区的财税管理和国库管理,现将税务部门代征、代扣、代收税款手续费、业务费提取、退库、使用和管理等有关问题重新明确如下:
