我主要从三个方面谈:第一,为什么在资源丰富的国家、资源丰富的经济体或是城市,资源容易变成负担;第二,现在主流的经济学对资源诅咒现象提出的思路是什么;第三,进一步从新结构经济学的角度来谈谈怎么在现有认识基础上把资源从负担变成经济发展的一个有利条件。过去很长一段时间我们认为,人多是我们发展的不利条件,因为人太多了资源太少了,所以经济就发展不起来。可是从实践经验来看,并不是像我们说
