调查研究是秘书部门的一项重要工作。在当前改革的形势下,秘书部门如何转轨变型,在工作量大、主动性小的条件下超脱出来,搞好调查研究,真正发挥参谋、助手和服务作用,辅佐领导科学决策是值得研究的问题。本文就此谈一孔之见,以期同仁赐教。三个转变——新形势对秘书部门调研工作提出新的要求秘书部门的工作,光是坐在办公桌前办文办事已显然不行,必须走出去(外地)、沉下去(基层),开展纵向和横向的“双向”调研工作。新的形势,对此提出了更为迫切的要求。
