Some people think that intelligence capability is a literacy necessary for intelligence workers, but they never realize that this literacy is equally important to researchers in any subject. It is no exception at all times and in all countries. Through the analysis of Sima Qian’s “Historical Records”, this paper shows that the creation of historical works can not be separated from intelligence ability. The strength of intelligence ability of historians is directly related to the level of historical works. A Sima Qian, a great historian and writer in the Han Dynasty in China, had a profound and far-reaching impact on China’s ideology and culture and became a world famous cultural figure. His “Shi Ji” which he devoted all his life to is an encyclopaedic epic that vividly and truly reflects the history of the Chinese nation’s three thousand years of development from the beginning of the Yellow Emperor to that of the Western Han Dynasty,
