面对21世纪的挑战,上海市基础教育工作会议提出:到2005年上海基础教育的总体水平,将以较快的速度赶超世界中等发达国家教育水平,并在若干方面达到发达国家教育水平。基本建成与现代化国际大都市相匹配的教育设施与实施素质教育的模式,“为每一个适龄儿童与青少年提供充分的、基本均衡的教育机会和高质量的教育服务”。这一目标的实现,必须加快构建符合素质教育要求的新的高中教育课程体系,加大基础教育体制和机制创新力度,改变传统的教育教学模式,推进学校教育教学管理制度的改革。
Faced with the challenges of the 21st century, the Shanghai Basic Education Working Conference proposed: By 2005, the overall level of basic education in Shanghai will catch up with and surpass the educational level of the moderately developed countries in the world at a relatively fast pace and reach the education level of developed countries in several aspects. Basically completed with modern metropolis matching educational facilities and implementation of quality education model, “for every school-age children and adolescents to provide adequate, basic and balanced educational opportunities and quality of education services.” To achieve this goal, we must speed up the construction of a new curriculum system of high school education that meets the requirements of quality education, increase the innovation of basic education system and mechanism, change the traditional education and teaching mode, and promote the reform of school education and teaching management system.
