经过多年的探索和实践,盐城市各级工会在工资协商工作中建立了“一、二、三”模式。“一”指工资集体协商的主体是一线职工,工资协商就是要建立一线职工参与的企业分配上的共决机制,在分配上适当向一线职工倾斜,使劳动真正以第一要素的身份参与收入分配,体现了尊重劳动、以人为本,实现人的全面发展以及发展成果由人民共享的客观要求。“二”指“集约式”、“处方式”二种协商方式。集约式协商就是针对地点比较分散、职工人数少、工会工作难以开展的小型企业,采取以上代下的办法
